10th Five-Year Plan

(2) Main objectives
To meet the requirements of China's environmental and ecological
construction, the environment industry will experience a rapid
development in the Tenth Five-Year Plan period. It is estimated that the
total production output value of the environment industry will be 200
billion yuan (US$24.09 billion) in 2005, 27.5 percent of which will be
environmental equipment worth 55 billion yuan; 47.5 percent will be the
comprehensive use of resources valued at 95 billion yuan and the
remaining 25 percent will come from services. The annual growth rate
during the Tenth Five-Year Plan will be about 15 percent.
During the Tenth Five-Year Plan period, China will independently develop
a number of environmental protection technologies and products at an
advanced international level; a number of technologies and products with
relatively comparative advantages and great market demand will be
improved; some mature and advanced technologies and products will be
applied to a great extent while products of an unfavorable design and
inferior performance that are energy-consuming, low-efficiency and in
oversupply will be withdrawn from the production line.
Until 2005, three to five big enterprise and corporation groups with
international competitive capabilities will emerge. A number of medium
and small enterprises in the environmental industry will be developed
into economic entities with technological advantages to serve big
companies. The development of environmental service enterprises will be
supported to enhance the level of social services by the environmental
protection industry.

water and industry waste water
-treatment of solid rubbish, including urban rubbish and poisonous and
harmful waste
-water-conservation technologies and equipment
-technologies and equipment for ecological environmental protection

-environment-monitoring apparatus and instruments
-materials and medicaments for environmental protection
-comprehensive utilization of natural resources
-environmental services
4. Countermeasures
(1) Drafting and improving related policies for the environmental
protection industry to ensure its healthy and rapid development
(2) Building up strength for the sustainable development of the industry
through technological progress
(3) Enhancing supervision and administration to help foster and regulate
the market
(4) Establishing a development mechanism to meet the requirements of
China's socialist market economy
(5) Strengthening leadership to fulfill the Tenth Five-Year Plan.
The general developmental conditions of the environmental protection
industry
1. The industry's primary scale
Until the end of 2000, more than 10,000 enterprises around the country
specialized in the environmental protection industry to some degree Among
them, 8,500 were companies and 1,500 were research institutes and other
relevant organizations. The number of employees reached 1.8 million and
the total value in fixed assets was 80 billion yuan (US$9.63 billion).
The sector's total industrial output value in 2000 was 108 billion yuan,
including equipment worth 30 billion yuan that accounted for 27.8
percent; the output value of comprehensive utilization of resources
totaled 68 billion yuan, accounting for 63 percent; environmental
services, worth 10 billion yuan, accounted for 9.2 percent.
The industry's total production output value accounted for 0.77 percent
of the total value of the country's industrial output over the same
period. Currently, the annual production capacity of environmental
protection equipment tops 2.5 million sets and the annual utilization
capacity of industrial solid waste has reached 350 million tons with a
48-percent utilization rate. During the Ninth Five-Year Plan period, the
environmental industry increased steadily with an average annual growth
rate above 15 percent -- higher than the national economic growth rate
over the same period.
In 2002, the annual production output value of the environmental
protection industry amounted to more than 170 billion yuan, up 17 percent
over the previous year. Workers from the industry numbered more than 3.5
million.
